Importing to Australia & New Zealand

The obligations of importing land on the importer, not the factory. These are the requirements that catch people out most often. The full library covers customs, GST and duty, origin and free-trade preference, biosecurity, product safety, electrical and radio compliance, energy, chemicals, food, therapeutic goods, labelling, prohibited goods, intellectual property and privacy.

Australia

Import declarations and SAC declarationsGoods valued above AUD 1,000 require a full import declaration to the Australian Border Force.
GST on taxable importations — 10%GST is charged at 10% of the value of the taxable importation: customs value plus international transport, insurance and any duty.
Customs duty and tariff classificationDuty depends entirely on the tariff classification of the goods — the general rate is 5%, but many lines are free.
ChAFTA preferential duty and Certificate of OriginMost goods of Chinese origin enter Australia duty-free under ChAFTA — but only with valid origin documentation.
Anti-dumping and countervailing dutiesMeasures apply to a range of goods from China — notably steel, aluminium extrusions and some chemicals — and can exceed the value of the goods.
Customs broker licensingOnly a licensed customs broker may act as your agent in customs business for reward.

New Zealand

Import entries and the de minimis thresholdGoods valued at NZD 1,000 or more require a formal import entry to New Zealand Customs.
GST on imports — 15%GST is charged at 15% on the value of imported goods including freight, insurance and duty.
NZ–China FTA preferential dutyGoods of Chinese origin generally enter New Zealand duty-free under the FTA with valid origin documentation.
Import Health StandardsMPI Import Health Standards set the conditions for risk goods — check the standard before the factory ships.
ISPM 15 wood packaging (New Zealand)Solid-wood packaging must be treated and marked to ISPM 15, and dunnage is inspected closely.
Consumer Guarantees Act and Fair Trading ActAs the importer you are the supplier — and where the maker is offshore, you carry the manufacturer's obligations too.
